All favorable conditions will be created for research and development of strategic technologies: Deputy Prime Minister

Deputy Prime Minister Nguyen Chi Dung affirmed that research and development of strategic technologies and products is a major policy and direction of the Party and the State.

At a meeting on the Program for developing priority strategic technology products to be implemented immediately in 2025, held on November 7 under the chair of Deputy Prime Minister Nguyen Chi Dung, Mr. Vu Hai Quan, Permanent Deputy Minister of Science and Technology reported that the Ministry had submitted to the Prime Minister four groups of strategic technology products to be  immediately implemented in 2025. 

These groups include Vietnamese Large Language Model (LLM), Virtual Assistant, AI Camera and Autonomous Mobile Robot; 5G Mobile Network Systems and Equipment; Blockchain Network Infrastructure and Traceability Applications, Crypto Assets; and Unmanned Aerial Vehicles (UAV).

The goal is to develop the capacity to master and be autonomous in technology; form strategic industries with international competitiveness and promote localization to ensure technological sovereignty.

This includes mastering core technologies, innovating, and industrial-scale production; building an innovation ecosystem connecting institutes, schools and enterprises; focusing on developing infrastructure, human resources and specific policies; aiming to export technology products and making Vietnam become the leading R&D center in the region by 2030.

Addressing the meeting, Deputy Prime Minister Nguyen Chi Dung affirmed that research and development of strategic technologies and products is a major policy and direction of the Party and the State. He urged the drafting agency to change its mindset and innovate its approach in line with the spirit of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation and "7 clear" (clear people, clear work, clear responsibility, clear time, clear authority, clear products, clear resources).

Furthermore, ministries and agencies must continue to be serious in organizing implementation, providing support, and creating favorable conditions for research and development activities of strategic technologies and products within the assigned scope of state management. 

Additionally, the Ministry of Science and Technology should supplement specific content and regulations on forming and developing strong research groups for strategic technology products, the Deputy Prime Minister said, adding that this is an important condition to ensure that research, development, technology transfer, and mastering core technologies achieve the expected results. 

The Deputy Prime Minister asked to specify a list of work to be done, including the unit, focal point for implemetation, time, and progress.

As soon as possible, the assigned unit must submit the Program and project with specific goals, solutions, policy mechanisms, resources, progress, and output products, he requested. 

The Deputy Prime Minister assigned the Ministry of Science and Technology to study, absorb the opinions at the meeting, and urgently review and complete the draft Program for the Development of Strategic Technology Products for immediate implementation.
