The entire ringroad includes 13 elevated sections totaling about 82 km in length. There will be three major river-crossing bridges over the Hong Ha, Me So, and Hoai Thuong rivers, along with 8 new interchanges and the completion of 1 existing interchange.

The total investment for Component Project 3, as approved, is nearly VND56.3 trillion  (over $2.13 billion), with state budget capital accounting for 47.5% and the remaining coming from the investor consortium. The construction period stipulated in the signed contract is 30 months.

The Hanoi Transport Project Management Board and a consortium of investors have officially signed the Build-Operate-Transfer (BOT) contract for Component Project 3, which involves the construction of an expressway under the Public-Private Partnership (PPP) model, as part of the Capital Region Ringroad 4 project.
