Deputy Prime Minister Tran Luu Quang chaired a meeting with the special taskforce of the Prime Minister on April 12 to seek measures to tackle difficulties and obstacles to promote FDI and official development assistance (ODA) projects in five southern localities.

Representatives from Binh Duong, Ba Ria-Vung Tau, Binh Phuoc, Dong Nai, and Tay Ninh provinces said the most common difficulties in project implementation relate to procedures, electricity, and infrastructure.

Regarding procedures, they said the current Land Law has not clarified cases subject to an auction of land use rights but not meeting conditions to hold an auction. The lack of comprehensive regulations has led to obstacles in investor selection and approving investment plans for projects that are subject to land auctions or bidding.

Some localities said they have faced difficulties in land funds for industrial development because most existing industrial parks have high occupancy rates.

They also mentioned difficulties in carrying out certain procedures relating to taxes and customs.

Deputy Prime Minister Quang asked the Ministry of Planning and Investment to collect opinions on the difficulties facing these localities to consult with the Prime Minister and to propose measures to deal with these issues, with priority given to urgent matters.
