Permanent Deputy Prime Minister Pham Gia Tuc on October 2 signed Prime Ministerial Decision No. 1918/QD-TTg, approving the expansion of the Vung Ang Economic Zone in central Ha Tinh province, according to a report by the Government Online Newspaper.
Under the decision, the expanded Vung Ang Economic Zone spans approximately 72,998 ha, comprising 57,998 ha of mainland territory and 15,000 ha of maritime water surface.
The land area encompasses the entire administrative territory of Song Tri, Hai Ninh, Vung Ang, Hoanh Son, Ky Hoa, Ky Khang, Ky Anh, and Ky Xuan communes/wards, along with parts of Ky Van commune.
The decision establishes that the Vung Ang Economic Zone is a key multi-sector economic zone centered on foundational heavy industries, closely integrated with the construction and efficient operation of the Vung Ang and Son Duong port clusters, as well as regional, national, and international road and rail transport networks.
The zone also serves as an economic hub and a vital transport, commercial, and international exchange gateway for the country's North-Central region, functioning as a primary transit conduit for Central and Upper Laos and Northeastern Thailand into Central Vietnam and wider international markets. In addition, it operates as a core growth pole closely aligned with the comprehensive development of Ha Tinh Province and the North-Central region as a whole.
Under the approved master plan, the expansion aims to secure dedicated land banks and long-term development and investment space.
The objective is to develop Vung Ang into a dynamic, core growth engine for the North-Central economic region, piloting innovative mechanisms such as a Free Trade Zone (FTZ) to deliver breakthrough socio-economic momentum for Ha Tinh and surrounding localities.
Simultaneously, the expansion aims to deepen connectivity with regional economic zones, industrial hubs, and economic development corridors along national and international transit routes.
The Vung Ang Economic Zone will be developed around key pillars: metallurgy, energy, processing, and manufacturing; logistics hubs and seaport services; and commercial trade and services.
The master plan directs the coordinated development of a metallurgical industrial complex, supporting industries, advanced manufacturing, and a major power hub linked to the Vung Ang–Son Duong deep-water port cluster, balancing socio-economic returns with national defense, security, and environmental protection.
