General Secretary and President To Lam held talks with Russian President Vladimir Putin in Moscow on September 9 following an official welcome ceremony for him, reported the Vietnam News Agency.
During their talks, the two leaders briefed each other on the situation in their respective countries and held extensive discussions on bilateral relations, as well as regional and international issues of shared concern.
They agreed on major orientations to further develop and deepen the Vietnam–Russia Comprehensive Strategic Partnership in the new period.
The leaders agreed to take strong measures to enable economic cooperation to play a pioneering role in making bilateral ties more substantive. They also agreed to enhance the role of the Vietnam–Russia Intergovernmental Committee for Economic, Trade and Scientific-Technological Cooperation and strive to raise bilateral trade to $15 billion at an early date.
The two sides will encourage businesses from both countries to strengthen connectivity, expand investment, establish new production and supply chains, and develop promising areas of cooperation. These include large-scale industry, food production and livestock farming, seafood processing, the marine economy, processing industries, local production of consumer goods, wood processing, shipbuilding, technical labor, education and services.
Energy and oil and gas will remain important pillars of the Comprehensive Strategic Partnership, the leaders affirmed. They agreed to expand cooperation into new energy fields, including nuclear power, wind power and gas-fired power.
The two leaders also discussed the peaceful use of nuclear energy, describing it as a strategically significant area with the potential to create a new landmark in bilateral relations in the new development period.
President Putin affirmed Russia’s readiness to share its experience and technology, support human resources training and implement cooperation activities suited to Vietnam’s needs.
The two sides agreed to continue strengthening strategic defense, security and military-technical cooperation, while coordinating efforts to respond to non-traditional security challenges, combat transnational and high-tech crime, and address emergency situations.
The leaders also concurred that science and technology, innovation and digital transformation should become new drivers of the Comprehensive Strategic Partnership.
They welcomed the Vietnam–Russia Year of Educational, Scientific and Technological Exchanges 2026 and agreed to strengthen links among research institutes, universities, innovation centers and technology enterprises.
The leaders stressed the particular importance of education and training, as well as people-to-people exchanges, in preserving and promoting the traditional friendship between Vietnam and Russia.
They agreed to strengthen high-quality human resources training and expand cooperation among universities and research institutions. The two sides will also further promote cooperation in culture, arts, sports and tourism, facilitate travel, study, work and tourism for citizens of the two countries, and increase people-to-people exchanges.
Mr. Lam welcomed President Putin’s active consideration of visa exemption for Vietnamese citizens and affirmed Vietnam’s readiness to coordinate in organizing a “Russian Cultural Season in Vietnam” in 2027.
Leaders hail progress in bilateral ties
Following their talks, the two leaders jointly chaired a press briefing.
President Putin said the two sides had conducted in-depth discussions on bilateral cooperation, exchanged views on pressing regional and international issues, and outlined priorities for further deepening the Russia–Vietnam partnership, as reflected in their joint statement.
General Secretary and President Lam said his talks with President Putin had been highly successful, taking place in an atmosphere of openness, friendship, deep trust and mutual understanding.
The two sides concurred that the Vietnam–Russia Comprehensive Strategic Partnership has made positive, substantive and comprehensive progress, underpinned by shared interests and a firm foundation of mutual trust.
Economic and trade cooperation has emerged as a pioneering area of bilateral ties, while defense and security cooperation remains a strategic pillar. Energy and oil and gas cooperation serve as a strategic breakthrough, and science and technology and education are providing new momentum for elevating bilateral relations to a higher level.
