Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has requested relevant departments, agencies, units, and People's Committees of communes and wards to inspect and review the management and use of road safety corridors.

The Department of Construction is assigned to take the lead in coordinating with the City Police and relevant units to conduct a general inspection of the use of roads, sidewalks, and under-bridge spaces. The goal is to strictly handle cases of encroachment and illegal use, while strengthening the inspection of fire prevention and fighting (FP&F) safety conditions at high-risk areas.

In particular, the City People's Committee requires units to coordinate with the State Authority for Construction Quality Inspection to inspect and assess the impact of the fire on the quality and operational capacity of the Vinh Tuy bridge structure. Remedial solutions will be proposed and reported to the Ministry of Construction before September 15, 2025.

The City Police is also tasked with directing traffic police, administrative police, and FP&F police forces to coordinate with the Department of Construction and local authorities to organize patrols, inspections, and strictly handle violations related to the use of road safety corridors. In particular, cases of using under-bridge spaces as illegal parking lots will be thoroughly handled.

The People's Committees of communes and wards must also bear full responsibility for the management of road safety corridors. At the same time, they must develop plans to relocate unregulated parking lots out of the road corridor area and coordinate with the Department of Planning and Architecture to allocate land for parking lots according to the plan.

Previously, regarding the fire at the parking lot under the Vinh Tuy bridge, which caused a fire to approximately 500 motorcycles, on September 4, 2025, the Prime Minister issued Official Dispatch No. 157/CD-TTg requesting the Chairman of the Hanoi People's Committee to immediately review the licensing and management of parking lots in the aforementioned fire; clarify the causes of the fire; take measures to strictly handle the responsibilities of violating organizations and individuals (if any) related to the licensing, management, fire prevention and fighting measures for parking lots under bridges and roads, and measures to ensure the safety of bridge structures in accordance with the law...
