The Government Office has issued a notice outlining the conclusions of Deputy Prime Minister Tran Hong Ha following a recent meeting on the implementation status of the Lao Cai–Ha Noi–Hai Phong railway construction investment project.
According to the notice, the Deputy Prime Minister called on ministries, sectors, and local authorities to urgently execute their assigned tasks. Immediate priorities include the completion of investment preparation procedures, site clearance, and resettlement. Key project components—such as train stations and resettlement zones—should be identified to facilitate a groundbreaking and kick-off ceremony in 2025, in line with Resolution No. 127/NQ-CP, dated May 13, 2025, of the Government.
The Ministry of Construction has been instructed to accelerate investment preparation, with a focus on field surveys, preparation of the pre-feasibility study report, and negotiation of loan agreements. The ministry is also tasked with coordinating with localities to finalize the project’s scale and route alignment, providing a foundation for site clearance. Additionally, it will support localities in addressing challenges related to planning, clearance, and resettlement.
The Ministry of Finance will guide localities in advancing their own funds, offering temporary funding solutions, or proposing appropriate budget allocations for areas facing financial constraints, to maintain the project’s timeline.
Localities along the project route are required to promptly complete land inventories, prepare and approve compensation and resettlement plans, and proactively allocate funds from their local budgets for compensation, support, and resettlement efforts. In cases where budget limitations exist, local authorities must urgently submit funding requests to the Ministry of Finance, which will consolidate and report the needs to the Prime Minister.
