List of 11 strategic technology groups announced

These groups comprising 35 strategic technology products, including digital assets, digital currency, and cryptocurrency.

The Government has officially released a new list of 11 strategic technology groups comprising 35 strategic technology products, according to the Government News.

The list, approved by the Prime Minister under Decision No. 1131/QD-TTg, dated June 12, 2025, is detailed as follows:  

1. Artificial Intelligence (AI), Digital Twins, and Virtual Reality/Augmented Reality (VR/AR):

This group includes six product categories:

(1) Vietnamese Large Language Models (LLMs),

(2) Virtual Assistants,

(3) Domain-Specific Artificial Intelligence,

(4) Analytical Artificial Intelligence,

(5) Digital Twins, and

(6) the Metaverse.

2. Cloud Computing, Quantum Computing, and Big Data:

This group consists of three product categories:

(1) Cloud Computing Services,

(2) Quantum Computing and Quantum Communication Services, and

(3) Large-Scale Data Centers.

3. Blockchain Technology:

Includes three product categories:

(1) Digital Assets, Digital Currency, and Cryptocurrency,

(2) Blockchain Network Infrastructure, and

(3) Traceability Systems.

4. Next-Generation Mobile Networks (5G/6G):

(1) 5G/6G Radio Access Network (RAN) Equipment and Solutions based on ORAN Standards,

(2) 5G/6G Core Network Equipment and Solutions, and

(3) High-Speed IP Transmission Equipment and Solutions.

5. Robotics and Automation:

(1) Autonomous Mobile Robots,

(2) Industrial Robots,

(3) Advanced Processing Systems and Production Lines for Agro-Forestry-Aquatic Products, and

(4) Post-Harvest Preservation and Quality Monitoring Systems.

6. Semiconductor Chip Technology:

This group comprises one product category, namely Application-Specific Chips, AI Chips, and IoT Chips.

7. Advanced Biomedical Technology:

(1) Next-Generation Vaccines,

(2) Gene Therapies (including Gene Editing) for Healthcare and Agriculture, and

(3) Cell Therapies (such as Stem Cells and Immune Cells).

8. Advanced Energy and Materials:

(1) Small, Safe Nuclear Reactors,

(2) Lithium-Ion Batteries, Solid-State Batteries, Fuel Cells, and Electrolyzers, and

(3) Advanced Materials.

9. Rare Earth, Ocean, and Subsurface:

(1) Systems, Equipment, and Technological Solutions for Assessing Reserves, Mining, Processing, Extraction, and Refining of Rare Earth Elements,

(2) Smart Geological Exploration Systems and Solutions,

(3) Technological Equipment and Solutions for Deep-Sea Exploration and Exploitation, and

(4) Systems, Equipment, and Technological Solutions for Offshore Energy Extraction.

10. Cybersecurity:

(1) Firewall Solutions and Intrusion Detection and Prevention Systems;

(2) Security Solutions for Critical Infrastructure and National Databases.

11. Aerospace:

(1) Remote Sensing and Low-orbit Telecommunications Satellites,

(2) Ground Stations and Satellite Control Systems,

(3) Unmanned Aerial Vehicles (UAVs).

Earlier, on the Strategy for Science, Technology and Innovation Development to 2030, approved by the Prime Minister under Decision No. 569/QD-TTg dated May 11, 2022, Vietnam selected 11 strategic technology groups including Digital Technology, Mechanical Engineering and Automation, Materials Technology, Biotechnology, Environmental Technology, Renewable and New Energy Technology, Space and Aerospace Technology, Marine and Ocean Technology, Pharmaceutical Technology, Agri-Tech (Agricultural Technology), and Nuclear and Radiation Technology.

Later, Party General Secretary To Lam also directed the Government to allocate at least 3 per cent of the 2025 State budget to science, technology, innovation, and digital transformation—with a medium-term goal of spending 2 per cent of GDP on R&D over the next five years.
