New regulation on corporate bond transactions

The government has issued Decree No. 08/2023/ND-CP amending, supplementing, or ceasing the effect of a number of articles in a Decree on the private placement of corporate bonds in the domestic market and the offering of corporate bonds in the international market.

Under the new regulations, businesses can negotiate with bond owners to pay principal and interest with other assets.

Corporations can pay principal interest upon maturity and are allowed to extend the maturity no more than two years.

The decree ceases the effect of regulations on the bond distribution time for each issuance and on the results of credit ratings on corporate bond issuers.

The decree took effect on March 5.
