Prime Minister Pham Minh Chinh has requested that relevant ministries and agencies urgently issue documents before August 15 guiding the implementation of the National Assembly (NA)’s Resolution on piloting specific mechanisms and policies for the development of Ho Chi Minh City.
Speaking at a recent meeting between government members and city authorities on implementation, Prime Minister Chinh also ordered the establishment of a government action plan and agreed with a proposal to establish a steering board he will head.
Supervision should be maintained during implementation and more guiding documents will be issued in response to emerging difficulties and obstacles, he said.
Under the resolution, the NA assigned key tasks to the government, including issuing a decree detailing loan interest and payment methods for the implementation of built-transfer (BT) projects, corporate tax and personal income tax exemptions relating to innovation and startups in priority areas in Ho Chi Minh City, and personnel issues in communes, wards, and towns.
The government will also review the implementation of the Resolution in 2026 and 2028, and instruct relevant agencies to coordinate with Ho Chi Minh City in administrative reform.
