PM seeks better implementation of resolution on special mechanism for HCMC

Prime Minister Pham Minh Chinh has asked relevant ministries and agencies to be more proactive and creative to more effectively implement a National Assembly (NA) resolution on piloting special mechanisms and policies for the development of Ho Chi Minh City.

Chairing a meeting held on February 4 by the steering committee for the implementation of the resolution, Prime Minister Chinh said implementation has gained positive results but is still slow and has failed to meet the government and the city’s requirements.

Issued on June 24, 2023, Resolution No. 98/2023/QH15 stipulates mechanisms and policies designed specifically for the city in investment management, State finance and budget, urban governance, natural resources and environment, priority fields calling for strategic investors, science and technology, innovation, and the administrative apparatus of both Ho Chi Minh City and its Thu Duc city.

The Prime Minister assigned specific tasks to deputy prime ministers and ministries to accelerate the resolution’s implementation.

Regarding certain transport projects in the city, Deputy Prime Minister Le Minh Khai was assigned to handle issues relating to investment capital for the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, while Deputy Prime Minister Tran Hong Ha is in charge of directing relevant agencies to complete investment procedures for the construction of the Ho Chi Minh City - Moc Bai Expressway and the expansion of the Ho Chi Minh City - Trung Luong Expressway.

Concerning the city’s urban railway infrastructure development, Prime Minister Chinh required the municipal People’s Committee to study and propose an investment master plan to develop the city’s urban railway system. Chairman of the committee, Phan Van Mai, said the city will submit the plan in the first quarter of this year.
