Vietnam’s Central Commission for Policy and Strategy and Russia’s Presidential Academy have agreed to strengthen cooperation in policy research, national governance, innovation, training, and human resource development.
Politburo member, Secretary of the Party Central Committee, and Chairman of the Central Commission for Policy and Strategy Nguyen Thanh Nghi on September 8 held talks with Mr. Alexey Komissarov, Director of the Russian Presidential Academy of National Economy and Public Administration (RANEPA, also known as the Presidential Academy).
The talks was held as part of the ongoing State visit to Russia by General Secretary of the Communist Party of Vietnam Central Committee and President To Lam.
Mr. Nghị stated that Vietnam is entering a new stage of development, aiming to become a developed, high-income country by 2045, with a focus on promoting science and technology, innovation, strengthening economic resilience, and improving the quality of national governance.
Vietnam is interested in Russia’s experience in national governance, enhancing economic autonomy, and resilience against external shocks, Mr. Nghi said, proposing that RANEPA share its expertise in organizing research, policy consulting, mobilizing experts and interdisciplinary knowledge, as well as policy tools to boost domestic production and reduce external dependence.
The Vietnamese side suggested that both parties intensify joint research on development governance, strategic autonomy, science and technology, innovation, and human resource development; share reports, research methods, forecasting, and strategy-building; exchange experts; and organize short-term training programs.
Both sides also considered the possibility of signing a cooperation agreement, aiming to establish regular policy dialogues, joint research, and exchanges of delegations and experts.
Mr. Komissarov affirmed that Vietnam is one of RANEPA’s important partners in implementing capacity-building projects for civil servants. He also praised Vietnam’s achievements in economic development and international integration.
Mr. Komissarov noted that the implementation of agreements reached after the meeting with General Secretary and President To Lam in December 2025 had already produced positive results. The two sides carried out a pilot project assessing management capacity for 80 Vietnamese officials and civil servants. The project is viewed as having strong potential for further development and expansion.
Both sides agreed to continue concretizing cooperation proposals, enhancing the exchange of experience in national governance, policy research, training, and human resource development, thereby contributing to deepening the Comprehensive Strategic Partnership between Vietnam and Russia.
