Vietnam currently ranks first in ASEAN in the proportion of AI pioneers, with 39% of workers classified as advanced AI users—more than double the global average of 16%, according to Microsoft Vietnam’s Work Trend Index 2026 report.

The ultimate goal of the planning is to transform Quang Ninh into a modern, smart, green, and sustainable city that serves as a national growth pole and a driver for regional development.

This new framework serves as a benchmark for assessing the integration of AI across 14 ministries, three ministerial-level agencies, and 34 localities nationwide.

Delegates argued that quantum technology should be viewed not only as a technical field but also through the lenses of philosophy, epistemology, political economy, and developmental methodology.
