Conference on Red River Delta development underway in Quang Ninh

A conference on promoting the government’s action plan to implement the 13th-tenure Politburo’s Resolution No. 30-NQ/TW on orientations for socio-economic development and safeguarding defense and security in the Red River Delta to 2030 and vision to 2045 opened in Quang Ninh province’s Ha Long city on February 12, chaired by Prime Minister Pham Minh Chinh.

Addressing the gathering, Minister of Planning and Investment Nguyen Chi Dung said a government resolution on the action plan puts forward breakthrough orientations, ideas, and vision in developing the Red River Delta.

“We can turn difficulties and challenges into opportunities and turn potential and advantages into growth drivers to help the Red River Delta develop and confirm its position and role as an economic locomotive and major growth driver in the country,” he said.

The government’s action plan contains practical solutions and measures and a specific implementation roadmap to reach the targets within the resolution, according to Minister Dung.

“It focuses on renewing mindsets and vision, promoting dynamism and innovation in development management and direction at each locality in the region, and creates consensus in awareness and action between ministries, agencies, and localities,” he added.

It will also focus on developing industries under regional planning and localities’ planning during the 2021-2030 period and vision to 2050.

The action plan sets 21 targets relating to socio-economic development and the environment by 2030, including average annual growth of 9 per cent in the 2021-2030 period; average annual gross regional domestic product (GRDP) per capita of VND274 million ($11,600); and average workplace productivity growth of over 7 per cent.

The resolution on implementing the action program sets out key solutions and measures, including promoting information provision to gain consensus in implementing the action plan; completing mechanisms and policies on regional development and links; developing the regional economy; boosting the urban network and modern socio-economic infrastructure; developing science and technology, innovation, and digital transformation; enhancing human resources; improving people’s living conditions; and effectively managing and using natural resources and protecting the environment.

The government action plan puts forward 20 infrastructure investment projects for the Red River Delta, to help the region post breakthrough development, including projects to build expressways, railways, and waterways, upgrade airports, and build new seaports.
