At the Ministry of Finance's Q3 2025 press conference held on October 3, Deputy Minister Nguyen Duc Chi said: "To date, no businesses have submitted official applications to register to provide services related to crypto assets. However, some businesses have expressed interest and engaged in initial technical discussions with regulatory agencies. In the coming time, the Ministry of Finance will continue to monitor developments and coordinate with the State Bank of Vietnam and relevant agencies to soon issue detailed regulations, creating favorable conditions for businesses to finalize their official proposals."

Responding to a question about a pilot crypto asset market, as stipulated in the Government's Resolution No. 05/2025/NQ-CP, dated September 9, 2025, Mr. Ha Duy Tung, Vice Chairman of the SSC, said that such a pilot crypto asset market needs to be carried out with a specific roadmap based on principles of prudence, transparency, and control, while ensuring the rights and safety of organizations and individuals participating in the market.

"Based on that, the SSC is developing draft guidelines related to licensing the provision of crypto asset services. The draft will specifically regulate the criteria, procedures, and conditions for licensing businesses to participate in the market," Mr. Tung said.
