Decree on public-private partnership for development of science and technology issued

The Government’s Decree No. 180/2025/ND-CP, dated July 1, 2025, on mechanisms and policies for public-private partnership (PPP) in the field of science and technology development, innovation and digital transformation has been issued, according to a report from the Government News.

Under the decree, public-private partnership shall be applicable in the following cases:

1- High technology, strategic technology as prescribed by law on high technology and law on science, technology and innovation; infrastructure for research, development and application of high technology and strategic technology.

2- Digital infrastructure for the development of digital economy, digital society and digital government according to the Prime Minister's decision approving digital infrastructure strategy in each period.

3- Shared digital platform as prescribed in Article 10 of Resolution No. 193/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation.

4- Activities of training digital technology human resources, digital technology industry human resources; infrastructure serving training digital technology human resources, digital technology industry human resources, including:

  1. a) Investing in, building and operating online education and training platforms, digital university education models, and improving digital capacity in society;
  2. b) Investing in, constructing, operating or renovating, upgrading, and expanding educational and training facilities, research institutes, and specialized training centers on strategic technology; key national scientific research, technology development, innovation promotion facilities, and other facilities participating in the development of human resources for digital technology and strategic technology.
  3. c) Building, connecting and developing digital technology human resources training programs, digital technology industry human resources between domestic and international educational training institutions, research institutes, innovation centers or between educational training institutions, research institutes, centers with organizations, individuals, and businesses.

5- Other types of technology, products, services, and activities that are consistent with the goals of scientific research, technology development and innovation, and promoting digital transformation.

The decree also regulates that organizations and individuals participating in public-private partnerships for investment, scientific research, technology development, innovation and digital transformation are entitled to the following forms of incentives and support from the State:

 

1- Be eligible for preferential tax policies.

2- Be eligible for policies on exemption and reduction of land use fees, land rent, and investment incentives according to the provisions of the law on land, the law on investment, and relevant laws.

3- Be eligible for owning the results of scientific research, technological development, and innovation according to the provisions of law on science, technology, and innovation.

4- The mechanism for accepting risks in scientific, technological and innovative activities shall be applied in accordance with the provisions of the law on science, technology and innovation. The criteria for determining acceptable risks, the process for assessing compliance, the mechanism for protecting performers and managing scientific, technological and innovative tasks shall be implemented in accordance with the provisions of the law on science, technology and innovation.
