Deputy Prime Minister Nguyen Van Thang has called for a shift from formulating policies to focusing on implementation and measuring outcomes of policies, saying that removing institutional bottlenecks and strengthening decentralisation would help turn breakthrough policies into growth momentum for localities and businesses.

He made the remarks at the Vietnam New Economy Forum 2026 (VNEF 2026), held in Hanoi on October 3 under the theme “Breakthrough Policies and Momentum of Localities and Businesses”.

The forum attracted nearly 400 delegates from central agencies, ministries, nearly 30 localities, diplomatic missions, international organisations, business associations, financial institutions and economic experts.

Deputy PM Thang stressed that sound and innovative policies must be translated quickly and effectively into tangible development outcomes to generate practical momentum for local economies and businesses and support the goal of double-digit economic growth.

He identified three key areas for discussion: removing bottlenecks in governance and policy implementation; strengthening the role of localities and businesses while promoting regional linkages and cooperation between domestic and foreign-invested enterprises; and improving the mobilisation and allocation of financial resources for the new growth cycle.

The Deputy Prime Minister also called for stronger access to technology, higher productivity and greater domestic value creation, while maintaining macroeconomic and financial stability as a foundation for high and sustainable growth through 2027 and to 2030.
