The draft revised Law on Bidding will review and adjust the scope, subjects, process, and procedures in selecting contractors and investors to ensure consistency with related laws.
The law will be amended towards reducing bidding time, improving administrative reform, and promoting online bidding, as well as removing obstacles in bidding activities, particularly bidding for the purchase of medicines, chemicals, and medical materials.
Mr. Le Quang Manh, member of the National Assembly (NA) Standing Committee and Chairman of the NA Finance - Budget Committee, presented a verification report on the legal document at the ongoing session of the 15th National Assembly on May 24.
Many deputies shared the view that contractor appointments should only be applied when truly necessary, under specific criteria, to avoid abuse.
Therefore, the NA Standing Committee will direct the review and adjustment of Article 23, under which cases of contractor appointments have been reduced, according to the official.
Some lawmakers proposed that the draft law clarify acts that are banned as well as incentives for domestic enterprises to ensure publicity and transparency in bidding.
Minister of Planning and Investment Nguyen Chi Dung noted that the law should address emerging issues, facilitate bidding, and improve the efficiency of management work.
