In a pivotal step towards modernizing its transportation infrastructure, Vietnam celebrated the groundbreaking of a critical segment of the long-awaited North-South Expressway.

Prime Minister Pham Minh Chinh led the ceremony in northern border province of Lang Son on April 21, officially launching the construction of the Huu Nghi - Chi Lang expressway project – the final piece in the grand eastern corridor.

A Collaborative Effort: The Public-Private Partnership

The VND 11,024 billion (USD 433 million) project is another testament to Vietnam's commitment to public-private partnerships (PPP).

The government is contributing 45% of the required capital, demonstrating a shared responsibility for the project's success, while a consortium of private investors led by the reputable Deo Ca Group provides the remaining 55%. This collaboration aims to accelerate infrastructure development and share the financial burden.

The Huu Nghi - Chi Lang expressway is a landmark project, representing one of the largest infrastructure investments ever undertaken in Lang Son Province.

Stretching nearly 60km, it will seamlessly connect vital points, including the Huu Nghi border gate, Lang Son City, and other districts within the province. The project's target completion date is 2026, with a payback period for the project spanning over 25 years.

Far-Reaching Impact: Beyond Transportation

Prime Minister Chinh outlined the expressway's multifaceted significance, highlighting its role in achieving the transport infrastructure goals established by the Vietnam Communist Party's 13th National Congress. The expressway embodies Vietnam's pursuit of three strategic breakthroughs and its broader vision for 2030 and beyond.

The project has multifaceted benefits. To begin with, it unlocks socioeconomic potential for Lang Son and Cao Bang provinces. By creating linkages to major seaports like those in Hai Phong and Quang Ninh, the expressway will facilitate trade and stimulate economic growth.

Furthermore, the expressway will enhance regional connectivity, promoting robust trade links and integration between Vietnam, China, and other ASEAN nations. 

Additionally, it reinforces Vietnam's national security by improving defense capabilities in this critical border region.

Overcoming Challenges, Upholding Commitments

The Prime Minister acknowledged the complexity of the project but affirmed the shared determination to see it through. He emphasized the need for swift action and unyielding resolve from all stakeholders.

He urged that ministries, local authorities, investors, and contractors must prioritize the project, ensuring it stays on track and meets the highest standards of quality, safety, and environmental responsibility.

"There is a lot of work, challenging requirements, short time," the Prime Minister stressed. "The authorities and contractors need to carry out the construction with the spirit of 3 shifts (per day), 4 crews, working through holidays, holidays, New Year's Day, overcoming the sun, overcoming the rain, eat quickly, sleep quickly, just work, don't back down..."

PPP Model and Grassroots Empowerment

Notably, the project is managed by the Lang Son Provincial People's Committee as the competent state agency. This reflects Vietnam's decentralized approach and its efforts to empower local governments to take charge of significant development initiatives.

The successful implementation of the PPP model is another testament to Vietnam's ability to attract private investment for nationally important infrastructure projects.

Recognizing the impact on local residents who have relocated to make way for the expressway, the government reiterated its commitment to ensuring their well-being. Resettlement areas must offer living standards equal to or better than those they had before.

The Prime Minister also highlighted poverty alleviation initiatives in Lang Son Province, which include building new homes for impoverished and near-poor households.

The groundbreaking ceremony stands as a symbol of Vietnam's steadfast pursuit of development. The North-South Expressway exemplifies the nation's modernization thrust. The expressway, once complete, will catalyze Vietnam's economic rise and strengthen its position as a key player within the dynamic Southeast Asian region.
