Government discusses policies for transport projects

Government members discussed a draft resolution from the National Assembly on piloting several mechanisms and policies to remove obstacles in transport infrastructure construction during a meeting on law building in Hanoi on March 27.

They proposed policies for the draft resolution, including excluding site clearance costs from the State capital contribution cap of 50 per cent of total capital in public-private partnership projects. At present, the rate of State capital contribution covers site clearance costs.

They suggested granting authorization for localities to act as governing bodies in managing transport projects and to use local budget funds for investment, with support from the central budget when needed.

These policies are aimed at maximizing resources for the construction of transport projects, including State capital, private capital, provincial capital, public investment capital, and capital from the economic recovery and development program, towards fulfilling the target of building 5,000 km of expressways by 2030.

Participants also discussed the draft amended Law on Credit Institutions and several new policies in management over the entry, exit, transit, and residence of foreigners in Vietnam.

Chairing the meeting, Prime Minister Pham Minh Chinh asked ministries and agencies in charge of drafting laws to secure feedback; continue collecting opinions from experts, affected parties, and National Assembly bodies; and ensure progress and quality for submission to relevant agencies.

Law building must create a legal corridor and remove obstacles to serve development along with inspection and supervision, he said.
