Land belonging to State organizations and agencies that is not being used for the right purpose will be revoked under a resolution just issued by the government.
The resolution was issued regarding an action plan from the government implementing Party Resolution No. 18 - NQ/TW on “Renovating and perfecting institutional mechanisms and policies, improving the effectiveness and efficiency of land management and use, and creating a driving force for the country to become a high-income developed country”.
The action plan emphasizes five key tasks and solutions, including perfecting mechanisms and policies on land use and management in line with the mechanism to develop a socialist-oriented market economy, and completing regulations on land allocation, land lease, and change of land use purpose.
Land allocation and lease must be chiefly conducted via bidding to select appropriate investors in projects using that land. Specific regulations on land use bidding are therefore needed to ensure transparency and publicity, according to the action plan.
Management will be strengthened over changes to land use purpose, particularly land for rice cultivation, protected forestry land, special-use forestry land, and production forestry land that is natural forest and land belonging to State enterprises.
In particular, specific punishments are needed for cases where land allocated or leased by the State is not put into use or the land use is delayed.
