Since the beginning of 2026, Ho Chi Minh City has simultaneously commenced construction on 49 public investment and public-private partnership (PPP) projects, achieving a 95% public capital disbursement rate.
Delivering a report at the municipal People's Committee conference assessing the first nine months of 2026 and outlining Q4 priorities, Director of the city Department of Construction Tran Quang Lam said that the disbursement of public investment capital from the beginning of the term to date reached 95%. Meanwhile, state budget allocations directed toward PPP developments—primarily covering site clearance, compensation, and technical infrastructure—reached a disbursement rate of 80.7%.
According to Mr. Lam, key priority and urgent projects backed by municipal budgetary funding were disbursed at rates far exceeding the citywide average. However, private capital deployment under PPP frameworks lagged behind public investment due to delays in the issuance of guiding regulatory documents, particularly regarding the PPP legal regime.
"Most current projects operate under Build-Transfer (BT) contracts, compensated through land allocation combined with state budget funds. Therefore, clear guidelines are urgently required regarding the methodology, timing of land transfers, and land valuation mechanisms—which serve as the legal foundation for approving financial plans, investment projects, cost estimates, and finalizing BT agreements," Mr. Lam said.
"Between now and the end of the year, the Department of Construction will finalize a unified municipal project management software system across all 168 wards and communes. The system will feed a real-time monitoring dashboard enabling municipal leadership to track project statuses via green, yellow, and red performance indicators," he said.
Addressing social housing developments, Mr. Lam noted that the city has been tasked with the nation's largest development quota: 181,000 units between now and 2030. In 2026 alone, the city is concentrating efforts on completing its yearly target of nearly 9,000 units while preparing for massive construction launches across 2027–2028.
"The forthcoming Law on Urban Development will introduce vital mechanisms for the social housing segment. These include streamlined construction permitting procedures; investment incentive policies for affordable housing and rental properties scheduled for promulgation in December 2026 to take effect in 2027; and direct investor appointment mechanisms for social housing developments on state-managed land to shorten project timelines," he added.
Infrastructure and housing indicators across the first nine months of 2026 show that among the 49 public and PPP projects simultaneously commenced citywide, 19 have received formal investment in-principle approvals, alongside 25 confirmed PPP works and projects.
