As of September 11, 2026, Da Nang City had disbursed more than VND11.474 trillion ($443 million), equivalent to 66.74% of the annual plan assigned by the Prime Minister and 62.27% of the plan approved by the city's People’s Council.

According to the city’s Department of Finance, in 2026, the city’s total public investment capital plan, after being allocated and supplemented by the Prime Minister during the year, amounted to over VND17.19 trillion ($663.43 million). Of this, more than VND3.395 trillion ($130.76 million) came from the central government budget, while over VND13.796 trillion ($532 million) came from the local budget.

The total capital plan approved by the Da Nang People’s Council stood at VND18.425709 trillion (nearly $710 million). To date, the city’s finance sector has fully allocated 100% of the budgeted capital to relevant agencies and localities.

Compared with the national average of 50.2% and the average of 51.3% among the country’s 34 centrally governed provinces and cities, Da Nang is among the localities with the highest disbursement rates, ranking fourth out of 34.

Notably, of the total amount disbursed, payments for completed work across the city accounted for 64.69%.

Disbursement rates at project management boards under the city People’s Committee were particularly high. The Management Board for Priority Infrastructure Investment Projects had disbursed 75.65% of its allocated capital, while the Management Board for Investment and Construction Projects in Transport and Agriculture had reached 76.28%. Meanwhile, the Management Board for Investment and Construction Projects in Civil, Industrial and Technical Infrastructure had disbursed 59.93%.

Departments and agencies under the city had achieved a disbursement rate of 74.41%.

By contrast, the 93 newly established communes and wards had disbursed around 50.88% of their allocated capital.

According to finance department, the disbursement progress of projects that have fallen short of expectations has been affected by a number of difficulties, including compensation and site clearance, completion of investment procedures, and the verification of land-related documents.

The supply of fill soil, sand and construction aggregate has also been insufficient at certain times. In addition, transporting materials and equipment to construction sites in mountainous areas has proved challenging due to difficult terrain, extreme weather conditions and deteriorating roads on some routes.
