Major tasks and goals for 2025 announced

The Government has announced major tasks and goals for 2025 at an in-person and virtual meeting between the Government and leaders of all centrally-run cities and provinces nationwide, held in Hanoi on January 8, to review the Government and local administrations’ performance in 2024 and launch tasks for 2025.

The annual event was attended by Party General Secretary To Lam, State President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and many other senior officials of the Party, State, and the Vietnam Fatherland Front.

According to the Government News, the major tasks and goals for the socio-economic development in 2025, as announced by the Government at the meeting, include:

Firstly, the Government will continue to perfect institutions, streamline and improve the efficiency of the apparatus.

Accordingly, the Government will submit to the National Assembly for consideration and approval of 38 bills, including the Law on Promulgation of Legal Documents (revised), the Law on Organization of the Government (revised), the Law on Organization of Local Administrations (revised), the Law on Investment (revised), and the Law on Enterprises (revised).

The Government will also focus on building legal framework to facilitate the healthy development of financial, securities, science and technology, labor and real estate markets.

The streamlining and rearrangement of the Government apparatus will be completed in February.

Secondly, the Government will give priority to accelerating growth in association with ensuring economic stability and controlling inflation, striving for GDP growth of at least 8 per cent to lay foundations for double digit-growth in 2026-2030 period.

The Government targets to boost disbursement of public investment capital, public-private partnership investment; take measures to stimulate domestic consumption; develop strong mechanisms to attract investments in emerging and high-tech ­­sectors like semiconductor chip, artificial intelligence, cloud computing, internet of things, cultural industry, entertainment industry, clean energy among others.

The Government plans to approve a strategy for human development through 2030, vision to 2050; adopt measures to improve productivity in a rapid and sustainable manner.

Thirdly, the Government will focus on mobilizing resources for large-scale projects and improving the effectiveness and efficiency of State-owned enterprises.

The Government targets to advance the development of private sector as a major driving force of the economy and to raise private sector's share to 55 per cent of the country's GDP.

Fourthly, the Government will continue to step up strategic infrastructure development, striving to raise the total length of expressways to 3,000 km and the total length of coastal roads to at least 1,000 km.

The Government targets to put the third terminal at Tan Son Nhat International Airport into operation; start construction of the North-South high-speed railway and railways that connect Vietnam and China; strive to complete the first construction phase of the Long Thanh International Airport.

Construction will also begin on international financial centers in Ho Chi Minh City and Da Nang City.

The Government will also develop mechanisms and policies for the development of renewable and clean energy; restart nuclear power projects; mull over the exploitation of marine space, underground space, and aerospace.

Fifthly, the Government will continue to step up efforts to combat corruption, wrongdoings and wastefulness; fully address prolonged bottlenecks and barriers of renewable energy projects, BOT projects, and real estate projects.

Sixthly, the Government targets to invest in cultural development in harmony with socio-economic development; develop and issue a strategy for cultural industry development; fruitfully realize the national target program on cultural development for the 2025-2030 period.

The Government will conduct review of the implementation of the first phase of the national target program on sustainable poverty reduction and the national target program on socio-economic development in ethnic and mountainous areas to gain input for designing proper policies for the next phases.

The Government will strive to complete the construction of 100,000 social housing units; eradicate all temporary and dilapidated houses; develop and implement project on prevention of landslides and erosion in the Mekong Delta region, project on prevention of landslides and floods in central and northern Vietnam, and project on air pollution prevention in urban areas.

Seventhly, ensuring political stability, firmly safeguarding national independence, sovereignty, and territorial integrity; basically complete the goal of building a streamlined and strong army.

The Government will promote diplomacy, with a focus on economic diplomacy and sci-tech diplomacy.

Eighthly, promoting information dissemination to create driving force and social consensus and to motivate and encourage individuals and businesses to rise up and contribute to national development.
