The Ministry of Labor, Invalids and Social Affairs has recently issued Circular No. 17/2023/TT-BLDTBXH on delegating the implementation of State management tasks regarding labor at industrial parks (IPs) and economic zones (EZs).

The Provincial People’s Committee will be the body that authorizes the Management Board at IPs and EZs to implement State labor management at IPs and EZs in the locality.

The practice must follow the principle of ensuring the efficiency and effectiveness of State labor management within IP and EZs while facilitating production and business.

Circular No. 17/2023 also states that the Provincial People’s Committee has the right to terminate delegation before the expiration date if the delegated body fails to properly implement tasks, or based on the actual situation and requirements for State labor management in the locality, such delegation is no longer needed.

The Provincial People’s Committee is responsible for directing, instructing, and examining the Management Board at IPs and EZs in implementing authorized State management tasks on labor at IPs and EZs.
