The Government has issued Resolution No. 66.26/2026/NQ-CP on supporting livelihood security, stabilizing living conditions, and resettlement for land users when the State recovers land to implement nuclear power projects.

The resolution applies to localities with nuclear power plants approved by the National Assembly (specifically, central Khanh Hoa Province); households and individuals using land stably with origins of encroachment or occupation but not eligible for compensation for  land or assets attached to land when the State recovers land; and organizations and individuals involved in land recovery, compensation, support, and resettlement for the Ninh Thuan Nuclear Power Project.

The scale of cases eligible for support includes: 65 households and individuals using agricultural land stably with origins of encroachment or occupation before July 1, 2014, with a total land area of 22.62 ha; and 33 cases of agricultural land use with origins of encroachment or occupation from July 1, 2014, until before Resolution No. 174/2024/QH15 took effect, with a total land area of 11 ha.

Specifically, households and individuals using agricultural land stably with origins of encroachment or occupation before July 1, 2014, will receive monetary support.

For households and individuals using land stably with origins of encroachment or occupation from July 1, 2014, until before Resolution No. 174/2024/QH15 took effect, support policies will also apply under separate regulations.

Accordingly, cases of stable agricultural land use with origins of encroachment or occupation during that period, managed by commune-level People’s Committees (including cases of encroachment or occupation of land within the scope of recovery under Decision No. 191/QD-UBND dated April 4, 2025, of the Ninh Thuan Provincial People’s Committee), which are not eligible for compensation for land or assets attached to land, will receive monetary support.

The support amount for assets attached to recovered land will equal 80% of the compensation value of those assets.

The resolution takes effect from September 5, 2026, and will expire when the NA’s Resolution No. 206/2025/QH15 on special mechanisms for handling legal difficulties ceases to be effective.
