During discussions on the Law on Communications (amended) at the ongoing session of the 15th National Assembly (NA) on October 25, some NA deputies proposed that no limit be set on the capital contribution ratio from foreign investors in data center, cloud, and over-the-top (OTT) services.

They noted that these services, which provide data storage and processing capabilities, should only be lightly managed, to create favorable conditions for the development of the digital economy and digital society.

According to Chairman of the NA’s Committee on Science, Technology and Environment, Le Quang Huy, digital transformation is vigorously developing from integration between communications and information technology, so some new services that can provide additional functions similar to traditional communications services have come into existence.

He said these new services need to be amended suitably to meet management requirements and to encourage activities for innovation and development.

Mr. Huy added that data center and cloud computing services have become important parts of the national digital infrastructure and digital economy infrastructure, and amendments to State management over such services would create a clear legal environment and favorable conditions for enterprises that provide such services.

He noted that the proposals for amending regulations so as to lightly manage data center, cloud, and OTT services are acceptable. Accordingly, there would be no limit set on the capital contribution ratio from foreign investors in such services if the proposed amendment is passed by the NA.
