During a meeting with voters in Hai Phong City on September 24 afternoon, ahead of the second session of the 16th National Assembly, Prime Minister Le Minh Hung stated that the government continues to be committed to achieving double-digit growth for the rest of 2026 and 2027.
According to the Prime Minister, the government is also determined to address institutional bottlenecks, boost investment, and promote new growth drivers.
At the meeting, the Hai Phong National Assembly delegation reported that since the first session, they have received 21 documents from ministries, sectors, and central agencies, responding to 48 out of 48 voter petitions, achieving a 100% response rate.
Voter opinions focused on various issues directly related to socio-economic development, such as procedures for allocating marine areas, policies supporting small and medium enterprises, household businesses, and private economic development. They also addressed land valuation for compensation when the state recovers land and calculates land use fees at resettlement sites, resolving infrastructure bottlenecks, and improving the management mechanism for maritime activities in Hai Phong.
Voters also raised concerns about compensation, relocation, and restoration of technical infrastructure when the state recovers land, organizing education, digital transformation, and the application of artificial intelligence in education, implementing the Urban Development Law, developing high-quality maritime human resources, and deploying Project 06, online public services at the grassroots level.
Speaking at the meeting, Prime Minister Le Minh Hung emphasized that the second session of the National Assembly is crucial in concretizing strategic orientations and decisions of the Party Central Committee, the Politburo, and the Party Central Committee Secretariat, and implementing the 14th Party Congress Resolution. According to the Prime Minister, the government plans to present 44 draft laws and resolutions to the National Assembly at the session, with many important contents aimed at completing the institutional framework in an interdisciplinary, systematic manner, quickly addressing legal bottlenecks, unlocking resources, and expanding development space.
The National Assembly will also decide on the socio-economic development plan, budget, public investment, and major balances for 2027, while evaluating and supervising national programs and major infrastructure projects, focusing on results, connectivity capacity, cost reduction, and actual socio-economic efficiency.
Reporting to voters on the socio-economic situation, the Prime Minister stated that 2026 is a foundational year, creating momentum, position, and strength, and 2027 is a breakthrough year to achieve the development goals of the entire term. In the first eight months of 2026, economic growth remained positive. GDP increased by 8.18% in the first six months; the industrial production index rose by 11.9%; total import-export turnover reached $770.14 billion; trade and services grew by 13.3%; and realized FDI was estimated at $17.25 billion, up 12%.
The macroeconomy remained stable, and major balances were ensured, the Prime Minister said, adding that the state budget revenue target for 2026 is set to exceed at least 10% compared to 2025, while nearly VND 345 trillion (more than $13.32 billion) in taxes and fees are expected to be exempted, reduced, or deferred.
The Prime Minister stated that the government continues to improve the institutional framework, simplify administrative procedures, enhance the investment and business environment, and reduce compliance time and costs. At the first extraordinary session, the government proposed to the National Assembly a 30% reduction in taxes payable for the 2026 and 2027 tax periods for businesses and households with total revenue not exceeding VND10 billion.
Additionally, the government is promoting domestic production, diversifying import markets, ensuring energy supply, focusing on resolving outstanding projects, accelerating public investment disbursement, and implementing key projects.
One notable achievement is that out of over 4,000 outstanding and prolonged projects, with total capital amounting to trillions of VND, 3,241 projects have been resolved. Administrative procedure reduction has achieved significant results, reducing implementation time by 53% and compliance costs by 54.6% compared to 2024.
Infrastructure investment continues to be strengthened. Recently, the country completed an additional 395 km of expressways, commenced construction on five urban railway lines, and implemented many important transportation and energy projects, thereby expanding development space and promoting regional connectivity.
The Prime Minister stated that in the remaining months of 2026 and throughout 2027, the government remains committed to achieving double-digit growth, maintaining macroeconomic stability, controlling inflation, and reaching the highest possible targets.
The focus is on proactive, flexible management, close coordination of policies, disbursing 100% of the allocated public investment plan, completing key projects, promoting private and foreign investment, and continuing to resolutely address outstanding and prolonged projects.
For Hai Phong, the Prime Minister acknowledged the city's continued positive results and urged further concretization of the resolutions of the Party Central Committee, the government, and the National Assembly. The city is to make the utmost effort to achieve growth targets, budget revenue, investment attraction, public investment disbursement, and resolve bottlenecks and outstanding issues.
The Prime Minister also stated that the opinions and petitions of voters will be fully compiled by the Hai Phong National Assembly delegation and conveyed to the National Assembly and relevant authorities. Issues within the government's authority will be directed for resolution with clear progress and results.
