Deputy Prime Minister Tran Hong Ha signed Prime Ministerial Decision No. 1894/QD-TTg on September 4, 2025, approving the "Program for the Development of Vietnam's Environmental Industry Sector for the Period 2025-2030."

The program sets a clear objective: by 2030, the policy system for environmental industry development will be fundamentally reviewed and completed, creating a legal framework to form and develop recycling industrial parks and clusters. These will serve as leading platforms to drive the environmental industry's growth, with the ultimate goal of establishing a Government Decree specifically regulating the development of this sector.

By 2030, the development of technology, equipment, and industrial products for wastewater treatment aims to meet 70-80% of domestic demand and facilitate exports. For exhaust gas treatment, the industry seeks to supply 60-70% of domestic needs. The solid and hazardous waste treatment industry is targeted to meet 50-60% of collection, transportation, transshipment, and sorting demands, and 60-70% of domestic sorting and recycling needs.

The development of environmental measurement and monitoring equipment is expected to meet 20% of domestic demand. Furthermore, the program focuses on developing technologies, equipment, and products to serve the production of energy from waste and to meet environmental protection needs across various sectors and industries during the economy's restructuring process.

Another key objective outlined in the program is to develop the market for environmental industrial goods, enhance the quality and competitiveness of domestically produced environmental industrial goods, strengthen the capacity of environmental industrial goods suppliers, and boost trade promotion. These efforts aim to contribute to achieving national goals related to environmental protection, green growth, greenhouse gas emission reduction, and the circular economy as laid out in national development strategies, programs, and plans.

Simultaneously, the program seeks to foster the development of environmental industrial services and establish environmental industrial service enterprises to operate waste processing/treatment facilities (wastewater, solid waste, hazardous waste, exhaust gas), and to maintain and repair equipment to international standards.

The program also aims to attract foreign investment into the environmental industry, progressing towards the export of certain advantageous environmental industrial technologies, equipment, and products.

To achieve these goals, one of the primary solutions proposed is to complete the policy and institutional framework for the development of the environmental industry.
