The National Assembly's resolution on the establishment of Bac Ninh as a centrally-run city was announced at a ceremony on September 19, where General Secretary and President To Lam highlighted the event’s particularly important significance, saying that it marks a new chapter in the history of building and developing the land of Kinh Bac, which boasts a rich tradition of culture, revolutionary history, dynamism and creativity.

Quang Ninh City is established based on the entire natural area and population scale of northern Quang Ninh province.

The province also targets an export turnover of $15 billion, the establishment of 15,000 new enterprises, and an urbanization rate of at least 50%.

The northern province is expected to become a key growth pole and a major development engine for the Hanoi Metropolitan Region and the Red River Delta.

The city aims to develop a modern high-tech industrial sector that integrates deeply into global supply chains, establishing itself as a leading national and regional hub for electronics, with a focus on semiconductors, microchips, and artificial intelligence (AI).
