Disbursement of foreign capital given boost

The Ministry of Finance has sent an official dispatch to ministries, branches, and localities on accelerating the disbursement of foreign capital in 2022. The Ministry said disbursement of ODA and foreign concessional loan capital averaged only 15.48 per cent of the plan in the first eight months of this year, which is rather low. Average disbursement among localities was 11.5 per cent of the plan and among ministries and branches 22.94 per cent. Remarkably, six ministries and eight localities posted distribution rates of 0 per cent of the plan.

Public investment disbursement at 46.7% of plan

According to the Ministry of Finance (MoF), the speed of public investment disbursement is accelerating, reaching 46.7 per cent of the plan by the end of September, or nearly VND253 trillion ($10.7 billion). However, 39 of 51 ministries and branches and 22 out of 63 cities and provinces have a disbursement rate at below the national average, of which 14 ministries and branches have disbursed less than 20 per cent of the plan.

MoIC report shows digital transformation yet to take off

The Digital Transformation Index (DTI 2021) report, released by the Ministry of Information and Communications (MoIC) on August 8, states that the digital government, the digital economy, and the digital society - pillars of DTI 2021 - have increased compared to 2020, but only 12 of the 89 ministries and provinces participating in the assessment had a DTI 2021 value of 0.5 or higher, or just 13.48 per cent, revealing that digital transformation remains in its initial stages.

MoIC proposes launch of initiatives for National Digital Transformation Day

To mark National Digital Transformation Day, to be held on October 10 every year as identified under the Prime Minister’s Decision No. 505/QD-TTg dated April 22, 2022, the Ministry of Information and Communications (MoIC) has proposed that ministries and branches launch digital transformation initiatives that bring practical immediate and long-term benefits from October 1 to 10 this year or throughout the month of October. It also proposed a number of reference initiatives for ministries, sectors, and businesses.
