The State Bank of Vietnam (SBV) is drafting a Prime Ministerial Decision on loans offshore and facilitating Vietnamese institutions lending overseas. One of the basic principles is that lending must comply with local regulations on currency, foreign exchange, investment, and taxation, and with the laws of the country or territory of the borrower and guarantor as well as relevant international treaties.

The Cho Moi - Bac Kan Expressway passing through northern Thai Nguyen province is expected to start this year and be completed in 2025. It stretches 28 km in length and has total investment of about VND2.01 trillion ($88.3 million), using State budget capital.

A project building Dinh Khao Bridge across the Co Chien River and connecting the Mekong Delta provinces of Ben Tre and Vinh Long, with total investment of nearly VND2.5 trillion ($109.1 million), has been submitted to the Prime Minister for approval by the two localities. Construction is expected from 2022 to 2025, in the form of a public-private partnership (PPP).
