Hanoi, Ho Chi Minh City, and Hai Phong continue to lead the 2024 Provincial Innovation Index (PII) rankings, as announced by the Ministry of Science and Technology on December 30.

According to the results of the 2024 PII analysis and evaluation, Hanoi maintains its top position with the highest score, ranking 1st, while the northern mountainous province of Cao Bang remains at the bottom, ranking 63rd.

The index reveals that Hanoi, Ho Chi Minh City, Hai Phong, Ba Ria-Vung Tau, Da Nang, Quang Ninh, Can Tho, Binh Duong, Thai Nguyen, and Bac Giang are the top 10 leading localities in the 2024 PII. Among these, nine localities retained their positions in the top 10 from 2023, while Bac Ninh dropped to 11th place.

In the group of localities ranked from 11th to 30th in the 2023 PII, one locality moved up to the top 10 leaders (Bac Giang), three localities moved down to the 31st to 50th group (Dong Thap, Tien Giang, Vinh Long), and the remaining 16 localities changed their rankings but remained within the top 30 leading PII localities in 2024.

Among the top 10 leading PII localities in 2024, there are five centrally-governed cities and five localities with developed industry and services.
