Party General Secretary and State President To Lam met with leaders of several Russian enterprises, investment funds and scientists in Moscow on September 9 (local time) to promote cooperation in energy, investment, high technology, and science and technology.
Meeting General Director of Zarubezhneft Sergei Kudryashov, the Vietnamese top leader spoke highly of more than 40 years of effective cooperation between Zarubezhneft and Vietnam National Industry-Energy Group (Petrovietnam, or PVN) in oil and gas exploration, development and production in Vietnam and Russia.
He affirmed that energy and oil and gas cooperation remains an important pillar of the comprehensive strategic partnership between the two countries.
Mr. Kudryashov said Zarubezhneft would explore expanding cooperation into renewable energy, offshore wind power and projects in a third country. The firm also expressed interest in participating in new energy projects, studying the establishment of an energy hub, and developing supply chains and manufacturing facilities for energy equipment in Vietnam.
Welcoming these proposals, Mr. Lam called on the two sides to soon study specific projects and strengthen technology transfer.
At a meeting with founder of AFK Sistema Vladimir Yevtushenkov, General Secretary and President Lam affirmed that the Vietnamese Party and State attach importance to and support direct cooperation between enterprises from the two countries in areas where Russia has strengths and Vietnam has demand, particularly high-tech industries.
Mr. Yevtushenkov said AFK Sistema had visited Vietnam to conduct market research and work with government agencies, businesses and research institutions to explore investment, cooperation and technology-transfer opportunities. Vietnam has been identified as one of AFK Sistema’s priority markets in the Asia-Pacific region.
The company hopes to expand its long-term investment in Vietnam, increase localization, transfer technology and train human resources. It also proposed cooperation in information technology, cybersecurity, biometric identification, smart cities, artificial intelligence, big data, digital transformation, electrical equipment manufacturing, green transportation, tourism and other fields.
At a meeting with CEO of the Russian Direct Investment Fund (RDIF) Kirill Dmitriev, Mr. Lam said Vietnam is continuing to improve its institutions and investment environment while prioritizing the development of strategic infrastructure, science and technology, innovation, digital transformation, energy and high-tech healthcare.
Vietnam welcomes capable Russian investors with advanced technologies and long-term cooperation strategies to participate in these efforts, he said.
Regarding cooperation between RDIF and Vietnamese partners in biomedicine, he called for agreements on research, testing, technology transfer and the production of next-generation vaccines and biological products in Vietnam to be translated into concrete projects, in compliance with Vietnamese laws and professional standards, with a view to meeting domestic demand and serving regional markets.
Mr. Dmitriev said RDIF and its Vietnamese partners are stepping up investment dialogue and seeking projects in transportation, logistics, digital infrastructure, high technology, healthcare, energy and industrial manufacturing.
RDIF also wants to expand cooperation in energy and oil and gas, as well as tourism and resort development.
Meeting Professor Ruslan Rodin, a scientist at Lomonosov Moscow State University, Mr. Lam said Vietnam-Russia cooperation in science and technology in recent years had contributed to building a pool of experts and scientists in a range of foundational fields.
In the new period, he said, cooperation should go beyond training, personnel exchanges and knowledge sharing to produce concrete scientific and technological products and research outcomes.
Professor Rodin expressed his wish to promote cooperation with Vietnam in artificial intelligence, aerospace and data security. Building on the cooperation between Lomonosov Moscow State University and Vietnam National University, Hanoi, the Russian side proposed establishing a Lomonosov research institute in Vietnam that would combine training, scientific research, technology development and the development of processes for manufacturing new products.
