The Ministry of Culture, Sports and Tourism has issued a tourism development plan, outlining measures to boost the sector in the remaining months of 2026, thus contributing to the two-digit economic growth of the country and laying a foundation for its development during 2027–2030.

Under a Decision signed by Deputy Minister Ho An Phong,  two tourism growth scenarios based on different developments in the international situation, tourist markets and air transport have been approved.

Under the high-growth scenario, assuming tourism maintains its positive momentum and the impacts of conflicts in the Middle East are resolved soon, Vietnam aims to welcome 27 million international visitors and 153 million domestic tourists in 2026.

The sector will focus on expanding the Chinese market, sustaining growth from South Korea and India, and promoting the Russian market. Western European and North American markets will continue to be developed, while greater advantage from nearby Southeast Asian markets through air, road and sea connections will be taken of. 

Under less favourable conditions, including prolonged geopolitical tensions, disruptions to air connectivity and persistently high oil prices, the lower scenario targets 23.2 million international arrivals and 148 million domestic tourists.

The ministry has also assigned international visitor targets to 11 key tourism destinations, including Ho Chi Minh City, Hanoi, Da Nang, Khanh Hoa, Ninh Binh, and Quang Ninh, among others.
