Under  Prime Ministerial Decision No. 2001/QD-TTg on implementing the amended Law on Vietnamese Contract Workers Abroad, workers will be tracked using digital ID codes from initial preparation, recruitment, and departure to their employment abroad and eventual return home.

The Ministry of Home Affairs has been assigned to construct, upgrade, and operate a national database to support data-driven supervision. The upgraded system will streamline administrative procedures from central to local levels, ensure information security, and facilitate post-inspection operations.

System testing for core functions and administrative tasks must be completed before March 1, 2027, with data-sharing capabilities to be expanded throughout 2027 and subsequent years.

To establish the legal framework, the Ministry of Home Affairs will draft a guiding Decree and a replacement Circular on the database, both set to take effect on March 1, 2027.

The ministry will also review administrative sanctions, grievance handling regulations, and non-compliance penalties regarding new corporate obligations.

Additionally, authorities will conduct public awareness campaigns on legal rights, fraud prevention, permitted recruitment fees, and grievance channels, with priority given to high-emigration areas, ethnic minority regions, and mountainous communities.
