The State Securities Commission of Vietnam (SSC) has expressed its hope that Vietnamese securities companies will be able to participate as market makers, helping strengthen connections between the capital markets of Vietnam and Singapore.
At a bilateral meeting in Hanoi on September 30, 2026, SSC Chairwoman Vu Thi Chan Phuong and Mr. Lim Tuang Lee, Assistant Managing Director of the Capital Markets Group at the Monetary Authority of Singapore (MAS), discussed ways to deepen cooperation and promote capital-market connectivity between the two countries.
Ms. Phuong welcomed MAS’s support for Vietnam’s securities market and said there remains significant room for further cooperation as the two markets become increasingly interconnected.
Regarding the development of depositary receipt (DR) products, she called on MAS to continue supporting cooperation between the two capital markets, particularly by sharing information on regulatory frameworks, operating mechanisms and requirements to help Vietnamese companies access Singapore’s market more effectively.
She said stronger links among exchanges, companies and financial intermediaries could gradually establish an ecosystem supporting the issuance and listing of DRs. Such products could provide Vietnamese companies with additional channels for international fundraising while diversifying investment products and expanding the investor base.
Mr. Lim welcomed cooperation between the Singapore Exchange (SGX) and the Vietnam Exchange (VNX), particularly on DR development. He stressed that effective DR products would require coordinated participation from market institutions, including custodian banks, depository and clearing organisations, as well as clear and transparent information for investors.
