Under Decision No 3795/QĐ-BKHCN, recently issued by the Minister of Science and Technology, a set of indicators to measure the development of the Vietnamese semiconductor industry has been promulgated.
The index is designed to concretize the objectives set out in the Strategy for the Development of Vietnam’s Semiconductor Industry through 2030, with a vision to 2050 (approved under Prime Ministerial Decision No. 1018/QD-TTg), and the Program for Human Resources Development in the Semiconductor Industry through 2030, with a vision to 2050 (Decision No. 1017/QD-TTg).
Under the ministerial decision, the index is structured around five pillars reflecting key factors in the development of Vietnam’s semiconductor industry:
- Economic Scale (E): It measures total industry revenue, the share of domestic value added, and total disbursed investment capital in the sector.
- Technology and Research & Development (R): It assesses the number of patents and software copyrights, R&D spending as a proportion of relevant investment or expenditure, the number of technology-transfer projects, as well as the number of chip designs entering pilot production and commercialization and the number of operational laboratories.
- Manufacturing Capacity (M): It tracks the number of semiconductor design companies, fabrication plants, and packaging and testing facilities, along with wafer and semiconductor product output.
- Human Resources (T): It measures total employment, the number of workers holding university degrees or higher, the teaching workforce, and the number of personnel receiving specialized training and professional development at different levels.
- Ecosystem and Infrastructure (S): It assesses the number of supporting enterprises, functional zones with technical infrastructure meeting the sector’s specific requirements, as well as the scale and value added of the electronics industry.
The introduction of the semiconductor industry development index provides a basis for monitoring and assessing the sector’s development, supporting state management and tracking progress toward industry development targets.
Through a system of indicators organized around the five pillars, authorities will be able to consolidate, connect and cross-check data on economic scale, technology and R&D, manufacturing capacity, human resources, and the ecosystem and infrastructure. The data will support the formulation and adjustment of policies for the development of Vietnam’s semiconductor industry in the coming period.
