Phase 2 of the Vietnam–Korea Institute of Science and Technology (VKIST) Project is slated for implementation between 2026 and 2033 with $30 million in non-refundable aid from South Korea, focusing on strategic technology research, workforce training, technology transfer, and commercialization.

The information was revealed at the talks between Vietnam’s Minister of Science and Technology Vu Hai Quan and President of the Korea Institute of Science and Technology (KIST) during the former’s recent visit to KIST.

Both sides discussed the expansion of joint research programs and next steps for the VKIST Project.

Minister Quan proposed four core cooperation pillars, including elevating joint research in strategic sectors such as integrated semiconductor circuits, artificial intelligence (AI), batteries and energy storage, advanced materials, and biotechnology.

Alongside joint research, the Minister recommended establishing mechanisms for sharing research and development (R&D) infrastructure and state-of-the-art laboratory equipment between KIST, VKIST, and Vietnamese research institutes and universities.

On human capital development, the Minister proposed seconding Vietnamese researchers to work directly at KIST laboratories while partnering with the KIST School to offer long-term master's and doctoral degree programs. The remaining priority centers on advancing the VKIST R&D Project for the 2026–2033 period.

KIST President Oh Sang-rok affirmed that VKIST represents a flagship symbol of bilateral cooperation, pledging that KIST will continue to stand alongside and fully support the project to ensure on-schedule delivery, positioning VKIST as a core R&D hub connecting research institutes and enterprises across both nations.

Phase 1 of the VKIST Project had a total capitalization of approximately $70 million, including $35 million in non-refundable official development assistance from South Korea. The first phase established physical facilities, laboratories, and operational foundations for an applied research institute serving industrial enterprises.

Building on this foundation, Phase 2 is planned for 2026–2033 with $30 million in non-reimbursable aid structured across five key components.

Specifically, the project plans to execute 38 joint R&D projects focusing on strategic technologies; drive technology transfer and commercialization; and train high-caliber technical talent in South Korea, including 20 Ph.D. candidates.

The remaining two components will develop research infrastructure for semiconductors and secondary batteries—including shared-use laboratories—and oversee comprehensive project management.
