On October 22, during its ongoing tenth session, the 15th National Assembly (NA) focuses its discussion on the amended draft Law on Civil Aviation.

The draft Law aims to perfect management mechanisms; address shortcomings; unblock bottlenecks, and create a synchronous legal framework for the development of the aviation industry, meeting the requirements of international integration and ensuring national defense and security.

According to Minister of Construction Tran Hong Minh, the objective of the draft law is to enhance the effectiveness and efficiency of State management, resolve existing difficulties and shortcomings, and simultaneously address new issues arising in practice, creating momentum for socio-economic development, international integration, and ensuring national defense and security.

The draft law has focused on amending regulations on aviation authorities and aviation security authorities, clearly defining jurisdictions in management work.

At the same time, the draft also amends regulations on the management and operation of aircraft, aircraft export; the organization, use, and operation of airspace, air traffic management; general aviation activities, specialized aviation, commercial air transport, and aviation personnel.

These contents aim to ensure compliance with international treaties to which Vietnam is a member, enhance the reputation and national management capacity in the field of civil aviation; meet safety, continuity, harmony, and efficiency requirements; and simultaneously align with regulations on the use and protection of airspace, ensuring national defense and security.

Along with this, the draft also aims to protect passenger rights, reduce flight delays and cancellations, improve service quality, and simultaneously create conditions for the development of general aviation and low-altitude airspace exploitation to serve socio-economic development.

Notably, the draft law adds provisions on the application of law to civil aviation activities of armed forces and State agencies, aiming to create a legal framework for investment and equipment for the operations of these forces.

In addition, Minister Minh stated that the draft also supplements policies on researching and developing low-altitude air transport and assigns the Government, based on socio-economic development requirements, to regulate the application of this law to low-altitude air transport activities, regulate the flight activities of unmanned aircraft, and other flying vehicles carrying out commercial air transport activities, in line with international practices.
