The Da Nang Department of Science and Technology is currently seeking public consultation on a draft resolution that outlines priority sectors, criteria, and procedures for tax exemptions.
The policy aims to support innovation startups, support organizations, and enterprises operating in semiconductor design, manufacturing, packaging, testing, and artificial intelligence (AI) within the city.
According to the draft, priority sectors include high-tech industries and products, priority research and development (R&D), and the city's "spearhead" economic sectors. These include high-quality tourism and services linked to resort real estate; seaports and aviation coupled with logistics services; high-tech and strategic industries associated with building a "creative startup city"; and Information Technology (IT), electronics, and telecommunications linked to the digital economy. Other priority areas include high-tech agriculture and fisheries, fintech, data science, big data, and AI development.
Regarding the criteria for innovation startups, the draft stipulates that businesses must be established under the Law on Enterprises, be headquartered in Da Nang, and have been operational for no more than five years from the date of their initial business registration. These startups must operate in priority fields and demonstrate "novelty and feasibility" as assessed by a specialized Council, or be officially recognized as an innovation startup under Decree No. 268/2025/ND-CP of the central Government.
For startup support organizations, the draft requires that they be legally established with headquarters in Da Nang. They must either conduct active startup support operations or be officially recognized as an Innovation Startup Support Center or an Innovation Center in accordance with the law.
Additionally, the draft provides specific criteria to identify and categorize businesses specifically involved in the design, manufacturing, packaging, and testing of semiconductor microchips.
