Da Nang was honored with the "Outstanding State Agency in Digital Transformation" award at the Vietnam Digital Awards (VDA 2026) ceremony held in Hanoi on October 14.
The accolade recognized the central coastal city’s sustained progress in integrating digital technologies into administrative management and public governance.
The award also recognized Da Nang for its digital data-driven leadership and governance platform, developed from its Intelligent Operations Center (IOC), which was first launched in 2023. The platform was initiated under the strategic direction of the Da Nang People's Committee, developed by the city Department of Science and Technology, and is managed by the Da Nang Center for Information and Intelligent Operations Monitoring.
Deputy Director of the Department of Science and Technology Tran Ngoc Thach noted that the IOC functions as the city's "digital brain," capable of aggregating, integrating, standardizing, analyzing, and sharing data across disparate sources.
The system has integrated 30 data feeds from 45 agencies and organizations, providing over 45 monitoring services and more than 250 visual dashboards. Notably, the IOC enables municipal leadership to maintain real-time, comprehensive oversight of socioeconomic progress and emerging localized issues.
Since becoming operational, key metrics—including economic growth figures, budgetary revenue and expenditure, public investment disbursement, and administrative procedure processing—have been visualized in real time. This allows city administrators to monitor workloads seamlessly and flag projects at risk of delay.
The platform has proven particularly vital in disaster mitigation and emergency management. The IOC connects real-time data from rain gauging stations, flood telemetry towers, and water-level monitoring stations, relaying prompt warnings to relevant agencies and local communities. During historic downpours in late October 2025, the system ran around the clock, coordinating the resolution of 45 emergency SOS relief requests.
"Currently, Da Nang is continuing to broaden its data integration and exploring artificial intelligence integration to support decision-making. AI models are undergoing rigorous testing and benchmarking prior to official deployment to ensure maximum reliability," Mr. Thach added.
