The northern port city of Hai Phong has approved its Housing Development Plan for 2026-2030, projecting an estimated investment capital requirement of VND572.59 trillion ($22 billion) to expand urban floor space, complete key social housing targets, and eliminate substandard dwellings.
The plan operationalizes adjusted housing goals previously set for the 2021-2030 master strategy. It establishes concrete targets for total completed floor area, housing types brought into market use, and the specific project portfolio scheduled for completion during the five-year cycle.
Under the plan, Hai Phong aims to raise its average per capita residential floor area to approximately 37.17 square meters by 2030. In urban zones, average living space is targeted at 38.95 square meters per person, while rural areas are projected to reach 33.01 square meters per person.
In terms of completed housing stock, the city targets 35,454,906 square meters of commercial housing floor space and 4,096,371 square meters of social housing floor space. Housing support programs funded by the central budget will be executed following targeted government approval.
Regarding housing quality, the city aims for 100 percent solid and semi-solid residential structures citywide by 2030, completely eradicating temporary and makeshift dwellings.
To achieve these goals, local authorities outlined several key policy measures, including institutional refinements, land fund allocation, project execution capacity building, capital and tax incentives, real estate market development, and administrative procedural reform.
During this period, Hai Phong identified 52 priority housing development projects to attract investment.
Notable large-scale developments include the East Vo Nguyen Giap Avenue Mixed-Use Urban Area in Thach Khoi Ward covering 162.2 hectares, the East Phu Thai Town Residential Area (Blocks A and B) in Phu Thai Commune spanning 94.04 hectares, the Minh Duc Ward Urban Area reaching 77.5 hectares, the West Phu Thai Town Residential Area in Phu Thai Commune covering 72.89 hectares, the Nam Sach Central Park Urban Area spanning 44.6 hectares, the Thanh Binh Eco-Urban Area in Thanh Ha Commune across 44.57 hectares, and the Luu Thuong Urban Area in Kinh Mon Ward measuring 23.23 hectares.
Simultaneously, the city approved 10 land plots totaling 611,008 square meters across Gia Vien, Hai An, Do Son, and Hong An wards to execute pilot projects under National Assembly Resolution 171/2024/QH15. These comprise nine plots currently owned by real estate developers and one plot slated for land use rights transfer.
