The Chairman of Hanoi People's Committee has introduced Plan No. 58/KH-UBND, which outlines the ambitious development of digital infrastructure in the capital city for 2025 and beyond, with vision to 2030.

Under the plan, comprehensive fiber optic network will cover all households in the city by 2025, while 100% 5G network coverage  at high-tech zones, information technology clusters, research and development centers, innovation hubs, industrial parks, and international railway stations and airports will be achieved.

Additionally, the plan also targets an average of one Internet of Things (IoT) connected device per person and one digital identity per person.

The city will also focus on developing platforms that offer digital technologies as services, functioning as soft infrastructure for socio-economic progress, and enhancing the sharing and communal use of technical infrastructure across various sectors.

By 2030, the city aspires to enable 100% of users to access fiber optic cables with speeds of 1Gbps or higher and ensure access to secure internet solutions.

Every adult citizen is expected to possess a smartphone and a citizen email account, with a 99% coverage of the 5G mobile broadband network.

Furthermore, the plan includes the construction of telecommunications infrastructure to support the deployment and testing of 6G mobile networks, positioning Hanoi as a leader in digital advancement.
