Hanoi is set to standardize labor and business data while establishing a "live data repository" and operating an "AI brain" to analyze employment and labor market trends across the city.

Using this system, AI will automatically evaluate job seekers' preferences alongside business recruitment demands to provide "smart job matching" suggestions based on a worker's experience, qualifications, and skills.

This initiative is a key component of Hanoi’s broader strategy to implement the Labor Market Development Support Program for the 2026–2030 period.

Another critical solution emphasized by the city is the promotion of a labor market geared toward digital, green, and circular economies, with a focus on prioritizing high-tech applications and low-carbon emission models. Resources will be concentrated on developing spearhead industrial ecosystems, including the semiconductor industry, supporting industries, and digital technology.

The city will also focus on strategic data-driven fields such as Artificial Intelligence, Big Data, Blockchain, Cloud Computing, and the Internet of Things (IoT).

Hanoi aims to gradually transform into a Research and Development (R&D) hub for Vietnam’s semiconductor industry while fostering manufacturing sectors with high scientific-technological content and added value. These sectors are expected to serve as core drivers for the supply chains of the Northern Key Economic Region and the country as a whole.

Furthermore, the city identifies the private sector as a primary engine of growth and plans to create a comprehensive innovative startup ecosystem. This includes actively removing policy barriers, drastically cutting administrative red tape, and minimizing compliance costs. Finally, the city pledged to create the most favorable conditions for private enterprises to access core production resources, including land, capital, technology, and high-quality human resources.
