The People's Committee of Ho Chi Minh City has approved a list of six key projects elegible for special mechanisms and policies as outlined in the Government Resolution No. 66.4/2025/NQ-CP.
Issued in September, the resolution aims to address challenges in implementing the Geology and Mineral Law of 2024 by allowing certain mineral groups to be explored and extracted for construction purposes without requiring investment decision procedures or project approval.
It also waives requirements related to land-use planning, annual land-use plans, and land-use conversion procedures—except for land allocated for national defence and security. Environmental impact assessments, environmental permits, and environmental registration are similarly exempted.
The six projects include: the Can Gio Sea Encroachment Urban Tourism Project; the International University Urban Area Project; the urban railway line connecting Ho Chi Minh City center to Can Gio; the 3/2 Street Urban Area Project (96 ha); the technical infrastructure and geological improvement project of Ben Dinh Islet Urban Area (110 ha); and the Con Dao Airport Project, classified as a 4E airport, covering 510 ha.
