The People's Committee of Ho Chi Minh City is currently seeking public and institutional feedback on a draft resolution regarding support policies for the development of digital technology human resources.
According to the draft resolution, the policy specifically targets individuals working on key digital product research and production projects, semiconductors, and Artificial Intelligence (AI) systems.
The policy aims to implement Politburo's Resolution No. 57-NQ/TW and the City Party Committee's action plan to create breakthroughs in science, technology, innovation, and national digital transformation. Simultaneously, it will addresse the urgent need for high-quality human resources in strategic sectors, helping the city attract, retain, and develop top talent.
Under the draft proposal, eligible subjects include enterprises and organizations that declare and pay taxes in the city and serve as project investors or lead units. Beneficiaries include experts and high-quality workers—whether Vietnamese citizens, overseas Vietnamese, or foreigners—who meet the criteria stipulated in Decree No. 353/2025/ND-CP of the Government.
Projects will be considered for support if they meet several conditions: they must belong to the Catalog of Key Digital Products and Services; be physically implemented within the city; provide a detailed project description and human resource development plan; and demonstrate feasibility and commercialization potential.
For eligible projects, the city plans to subsidize 50% of the cost of hiring high-quality personnel based on their actual salary. This support is capped at VND60 million (approx. $2,300) per person per month for a maximum of 36 months. Each project can receive support for up to five individuals. This subsidy level will be applied uniformly to all experts, regardless of nationality.
Furthermore, the draft proposes covering 50% of the costs for training, retraining, and upskilling, with a maximum of VND150 million (approx. $5,720) per person per course. This applies to training programs that grant certificates recognized by international, regional, or foreign standards. The reimbursement will be processed after the individual successfully completes the course.
