Ho Chi Minh City is ramping up the development of its semiconductor microchip industry at the Saigon Hi-Tech Park (SHTP), as part of the 2026 implementation plan for the “Ho Chi Minh City Microchip Industry Development Program at SHTP for the 2025-2030 Period,” newly issued by the Municipal People’s Committee.

The plan aims to bolster the growth of the semiconductor sector while generating research results and products with high practical application.

A key highlight is the acceleration of science and technology (S&T) tasks to create products that meet specific demands of enterprises and the broader market. Notably, the city aims to achieve full technological mastery—from design to manufacturing—of critical environmental sensors using Micro-Electro-Mechanical Systems (MEMS) technology. The establishment of an international-standard Center of Excellence (CoE) is also a central component of this roadmap.

To achieve these objectives, the city is strengthening collaborations with domestic and international research institutes, universities, technology companies, and industry experts. A series of short-term, bridging, and advanced training programs in semiconductor microchips are being vigorously implemented. Specialized courses focusing on design, manufacturing, and testing processes are being prioritized to significantly enhance the quality of the local workforce.

The plan also outlines key tasks such as researching and proposing preferential investment mechanisms and policies specifically for the Saigon Hi-Tech Park. Information regarding support policies for the microchip industry will be widely disseminated through administrative channels, official web portals, and regular seminars and conferences. This ensures that the business community is fully and timely informed of all mechanisms related to semiconductor development.

Additionally, the city is focusing on upgrading existing research and training centers within the Saigon Hi-Tech Park to provide a world-class foundation for the industry’s long-term growth.
