The Ho Chi Minh City Friendship Dialogue 2026 (FD 2026), a large-scale international multilateral diplomatic event, organized by the City People’s Committee, is scheduled to take place from September 10 to 12, 2026, in Vung Tau Ward.
Building on the success of the previous dialogues held in 2022 and 2024, FD 2026 will be themed “Local Diplomacy: Driver for Innovation and Sustainable Growth.” The event is expected to welcome nearly 500 domestic and international delegates.
As of September 3, 2026, the event has received official confirmations from 36 international delegations and partners spanning four continents: Asia, Europe, the Americas, and Oceania.
The dialogue will feature two primary thematic sessions: The role of local institutions in encouraging corporate investment in Research and Development (R&D) and commercializing innovation; and Green seaport cooperation, focusing on the role of local governments in connecting supply chains and meeting next-generation sustainability standards.
Director of the city’s Department of Foreign Affairs Pham Dut Diem noted that following a recent administrative merger, HCM City has not only expanded its geographical area and population but also increased its number of international sister-city relationships from 58 to 88.
This milestone marks a new era for the city’s diplomatic network. The expansion incorporates international partners with expertise in technology, smart cities, oil and gas, energy, and port logistics—strengths inherited from the former Binh Duong and Ba Ria - Vung Tau provinces, which have been merged into Ho Chi Minh City since July 1, 2025.
This network is expected to help the city integrate more deeply into global supply chains, attract high-quality investment, promote advanced technology transfer, and expand import-export markets. Simultaneously, it aims to solidify cooperation, mutual trust, and friendship with international partners.
According to Mr. Diem, FD 2026 is more than just an occasion to enhance friendship and mutual understanding; it is designed to be an open space for dialogue where ideas are shared, initiatives are connected, and new cooperation opportunities are forged.
