Mr. Ha, who served as Deputy Chairman of the NA office and Assistant to the Chairman of the National Assembly, faces charges of abusing his position and power to influence others for personal gain.

The arrest is linked to a widening investigation into Thuan An Group Joint Stock Company, a major infrastructure and real estate conglomerate. At the heart of the investigation lay allegations of systematic bid-rigging and bribery to secure lucrative public construction contracts.

Mr. Ha's arrest marks a significant escalation in Vietnam's anti-corruption campaign, thrusting it into the upper echelons of government. He is the fourth individual – and the most senior figure – detained in relation to the Thuan An Group case.

The key figures within Thuan An Group include Nguyen Duy Hung, Chairman of the Board of Directors, and Nguyen Khac Man, Deputy General Director, both charged with violating bidding regulations and offering bribes. Additionally, the company's General Director, Tran Anh Quang, faces bribery charges.

The investigation's reach extends beyond Thuan An Group itself.

Nguyen Van Thao, Director, and Dam Van Cuong, Deputy Director, of the Management Board of Investment and Construction Projects for Transport and Agricultural Works in Bac Giang Province, are also accused of violating bidding regulations and accepting bribes.

Similarly, Hoang The Du, Head of the Project Management Board of Bac Giang Province, faces charges of violating bidding regulations.

Thuan An Group's Extensive Operations

Thuan An Group has been a major player in Vietnam's infrastructure development landscape for nearly two decades. The company boasts a portfolio that includes significant projects such as environmental improvements in the Tham Luong - Ben Cat - Nuoc Len canal and sections of Ring Road 3, both in Ho Chi Minh City.

Additionally, Thuan An Group has been involved in the underpass at the Nguyen Van Linh - Nguyen Huu Tho intersection (Ho Chi Minh City), the Thang Long bridge repair (Hanoi), and the Vinh Tuy 2 bridge (Hanoi).

The company's reach extends further, with involvement in the Dong Viet bridge in Bac Giang and expressway projects in Tuyen Quang, Ha Giang, and Nghe An provinces.

As part of the widening investigation, authorities have requested several provinces to disclose information regarding bidding packages awarded to Thuan An Group, suggesting a deeper look into the company's extensive operations.

Mr. Ha's Background and Rise

Pham Thai Ha, 48, holds a doctorate in economics and is a Certified Public Accountant. His impressive career trajectory demonstrates his expertise and includes high-profile positions in Vietnam's government and financial sectors.

Among his notable appointments are roles as Secretary of the State Auditor General, Secretary to the Minister of Finance, and Head of Department and Secretary to the Head of the Central Economic Commission.

He further served as Assistant to the Deputy Prime Minister and Assistant to the Secretary of the Hanoi Party Committee. He was appointed as Deputy Head of the Office of the National Assembly and Assistant to the Chairman of the National Assembly in May 2022.
